Tracking the Hole in the Ozone Layer
 Back in June of 2001, as the military Junta began to take hold in Washington, key scientists were dismissed from both the NOAA and EPA as Bush prepared to reverse himself on the issues of Global Warming and greenhouse gases. Government websites were stripped of data that has not since been replaced. Ozone layer data was removed from the NOAA sute during the days in late June when the UV index set scortching new records in Eugene, Oregon and other coastal cities. At left, is one of the original files that was removed. It's an animation of polar data from October-December of 1995. A european website provides an explanation, in addition to data from 1996 and later years, from european satellites. Meanwhile, the NOAA has resumed monitoring the depletion of the ozone layer, but they are under continued attack:

Dumpster Divers Needed for EPA Bailout
"...the EPA has already destroyed documents. The Christian Science Monitor reports that "scientific journals worth hundreds of thousands of taxpayer dollars were thrown in dumpsters in October." An EPA chemist told the Kansas City Star that one library was told to throw away journals. Break the Engagement with Unocal
Unocal has won the first round in in a legal battle with some of their victims in Burma. Unocal had hired the Burmese army for security for their pipeline and facilities, and the resulting victims of rape and torture are trying to hold Unocal responsible.
Their corporate website continues to promote what they call a policy of "contructive engagement" with Burmese militia leaders who have prevented the legally elected government from excercising it's mandate for over a decade.
All available evidence indicates that this particular engagement is much less civil than a shotgun wedding.

The ozone layer in the upper atmosphere is beneficial -- it protects us from too much solar radiation. But ground-layer ozone is dangerous -- breathing it causes asthma attacks and makes things worse for people with emphysema, bronchitis and other lung diseases.

1545: An ambulance has just come under fire in Ramallah trying to get around IDF tanks and internationals and medical staff were told over a loudspeaker to stay inside the hospital and then the IDF proceeded to open live fire on the hospital. A CBS news television crew was forcibly escorted out of Ramallah by the IDF. As a result, the remaining news crews in the area are concerned that they too may be expelled from the area, a concern which is affecting their ability to cover breaking news to the best of their ability.

Camisea Gas Field Project on the Urubamba River in Peru The international consortium responsible for the project has a 40 year concession to exploit gas and a 30 year concession to extract Camisea oil. This lengthy duration of this project is likely to guarantee ongoing environmental damage to the delicate ecosystems of Peru. Construction of the gas pipeline will begin in December 2003.

Ozone Layer: Background
For those of you who doubt the reality of ozone layer depletion and it's consequences, consider the recent reports of high UV levels in the Pacific Northwest. According the standards of the National Oceanic and Atmospheric Adminstration, the UV levels measured in Eugene, Oregon were high enough on Tuesday, June 18, to cause skin damage with only 15 minutes of exposure. A new acting director has been appointed to the NOAA, and with our new government in denial about environmental hazards caused by corporate greed, the sections of the NOAA site that provide UV data have disappeared, and with such haste that the links on the site are broken, that is, if you care to dig far enough to the page where there're hidden. The fact is, the Fujimori government, originally a puppet of our "School of the Americas" wasn't supportive of our Plan Columbia, so they were removed the same way that they were installed during the regime of Bush the First. Exxon has boasted of spending $1.5 billion cleaning up the spill, but 20%--2.5 million gallons--of crude oil remains in the Sound, either coating the mussel beds or in tarry deposits on the shore. Exxon's cleaning crews only mopped up 15% of the spilled crude. The remainder either evaporated or broke down.
America's largest oil company soon faced suits from the federal government and from native tribal and fishing communities. In 1994 a federal district court jury ordered Exxon to pay $5 billion in punitive damages to 30,000 natives, fishermen, and businesses suffering economic hardship because of the spill. To date, Exxon hasn't turned over a penny in satisfaction of that judgment. In fact, the company is earning $400 million a year in interest on the money..."

Stolen Security Plan for Quebec Meeting Was Put on Internet Here

Security plans intended to protect Western leaders attending a trade
summit in Quebec City were stolen from a car there over the weekend
and posted, hours later, on a Seattle-based Web site, authorities said
yesterday. On Saturday night, FBI agents raided the offices of the I
ndependent Media Center in downtown Seattle, seizing computer-log
records, according to federal sources.
No arrests have been made.
Center spokeswoman Sherry Herndon said she and other staff have
been told "not to talk about" the incident under threat of being held in
contempt of court.
She referred inquiries to attorney Bob Goodman of the Center for
Constitutional Rights in New York City, who also declined comment.
He said the court order that was served on the IMC "contains a fairly
broad gag order; therefore, we cannot talk."
The three-day summit, which experienced mass protests similar to
those that rocked Seattle during the 1999 World Trade Organization
conference, ended Sunday without serious security incidents. Virtually
every head of state in the Western Hemisphere with the exception of
Cuba's Fidel Castro was in attendance.
No mention of the FBI raid could be found yesterday on the IMC Web
site. But the organization's home page carried a boldface note stating,
"Everything is fine at the Seattle IMC. We will keep you posted on any
further developments."
One federal criminal justice source said the speed with which the
sensitive stolen document appeared on the Internet speaks to the
sophistication of the movement that is opposed to unrestricted global
trade. "The fact that you have something of this magnitude out there on
the Web, it really shows these groups are strong, resourceful and resilient,"
the source said.
The IMC calls itself "a collective of independent media organizations and
hundreds of journalists offering grass-roots, non-corporate, non-commercial
coverage of important social and political issues."
The organization has committed "no clear-cut violation of U.S. law" by
posting the document on the Web, and the action may be protected as free
speech, according to federal criminal justice sources.
President Bush, who attended the Free Trade Area of the Americas summit,
was not placed at risk, according to one source.
The breach of security, however, is another embarrassment for the Canadian
government, which recently lost a highly sensitive, anti-terrorism document.
It was stolen from a government official's car while he was attending a
hockey game.
The Royal Canadian Mounted Police referred a call for comment on the IMC
incident to Quebec Provincial Police, which was in charge of security at the
summit. No one was available to comment on the matter yesterday at police
headquarters in Montreal.

discussions: In one show, Walters asked her

Campbell's Soup?" They responded by breaking
into a chorus of the "M'm! M'm! Good!" jingle. In
addition to developing special soup segments, The
View assured Campbell's that "hosts would try to
weave a soup message into their regular on-air banter"

gives you the history of David Horowitz in a nutshell.
"...Horowitz's slander wouldn't matter much if he spoke
only for himself. But for the past three decades, Horowitz,
60, has been a conduit through which extreme political
ideas gain access to the mainstream. During a previous
incarnation as a leftist radical in the '70s, he was the editor
who put a picture of a burning bank building on the cover
of Ramparts magazine with the line, "The students who
burned the Bank of America may have done more toward
saving the environment than all the teach-ins put together."
And the guy who continued to raise thousands of dollars
for the Black Panther Party for years after everybody else
had figured out that its leader Huey P. Newton was no
revolutionary but a dangerous thug. During the 1980s
Horowitz began to embrace the Ridiculous Right as
passionately as he had once clung to the Lunatic Left. He
founded the Center for the Study of Popular Culture, based
in Los Angeles, whose purpose is to make inroads for
conservatism in notoriously liberal Hollywood.
Last week Horowitz told me that he had earned the right to
talk down to blacks "because of all I did in the '60s."
I think we'd all be better off if he'd just shut up...."

CROWD LAUGHS, REPORTERS WISECRACK
AS DATABASE OFFICIAL GIVES TESTIMONY
I went to the hearing held yesterday (2/16) in Miami by the US
Commission on Civil Rights -- very interesting to hear what
people say under oath. The hearing included testimony from
voters in South Florida, poll workers in Miami Dade, Palm
Beach and Broward, and officials from all three counties
(including Theresa LePore, Our Lady of the Butterfly Ballot).
Not a lot of news there -- all the same elements of voting fraud
that have been reported in the press. However, there was one
new player on the hot seat: the vice president of Database
Technologies, a Boca Raton subsidiary of ChoicePoint,
which produced the list used to carry out the purging of names
of supposed felons from the list of Florida Voters. This is the
first time Database/ChoicePoint has ever divulged its
methology, which effectively removed 174,000 names from
Florida's active voting file, 85,000 of them supposed felons.
The implications are staggering when one considers that this
election was won by less than 500 votes in Florida and that
thousands upon thousands of people were incorrectly
identified as felons by this bogus list. Some of these would-be
voters were there yesterday: middle-class moms,young black
women, an elderly Cuban woman who was practically in tears
at the indignities she had had to endure at the polls. She kept
shaking and saying she was very nervous. The Miami-Dade
office of elections had informed her that she was removed from
the list because she was dead.
The testimony from Database's vice president, George Bruder,
teemed with statistical double-speak that threatened to
completely obscure any clear sense of what, exactly, the
State had asked Database/ChoicePoint to accomplish. But the
US Commissioners asked probing questions and managed to
wrangle some of the truth from this guy. Again and again the
Commission returned to the issue of the list's "accuracy."
Bruder admitted that his company was instructed by the State
of Florida "to cast as wide a net as possible" to catch possible
or probable felons. Names did not have to match exactly
(a "Susan Collier" would be a match for "Susan Collar," say);
social security numbers were not a factor, etc. Bruder testified
that when DataBase told the State of Florida that the "broad
parameters" could and would result in many voters being listed
as "false positives"
(people incorrectly identified as felons),
the State said to go ahead with the methodology. A more
accurate list could have been compiled, but the State wasn't
interested in accuracy.
Database also provided incriminating evidence that the State
of Florida requested that voters be purged from the voting lists
by race. This evidence was in the form of a letter written by
Bruder to Florida Supervisors of Elections. (I was given a copy
of this letter by a Commission worker.) It begins: "In an effort to
ensure the accuracy of the Florida Centralized Voter File, DBT
conducted a review of the records. The process included
matching the information on the voter rolls to felony conviction
records to purge the rolls of those whose right to vote had been
revoked. The information used for the matching process
included first, middle and last name, date of birth, race and
gender, but not social security number...."
When a US Commissioner presented Bruder with the letter,
he looked at like he was seeing if for the first time and claimed
that he had "inaccurately" written that race was a criterion.
"So you did not include "race' as a factor in your methodology,"
the Commissioner said.
"No, we did not," Bruder replied.
"Did you write a letter to the State of Florida informing them
that you were no longer including race?"
"No, I did not."
"Do you ever plan to tell the State?"
"I guess I should," the man said, in an idiotic tone of voice.
Bruder also went on to assert that his company had no
resposibily to check that the people on the list were felons.
"That was up to the client," he said.
"You mean the state of Florida paid you $4.2 million for a list
that you couldn't even verify was accurate?"
one Commissioner asked, incredulously.
(Note that Bruder's letter begins, "In an effort to ensure the
accuracy....")
It went on and on like this. Fascinating to see the face of
corporate America, hemming and hawing, trying to get around
telling the truth. (All who testified did so under oath.) Parts of his
testimony were so ridiculous that people in the audience broke
out in laughter. Reporters around me were shaking their heads
and making wisecracks. Not that you'd read any of that
in their articles, though. See the version from the Miami Herald,
where the subject of profiling by race is totally left out of the
report: "Since Social Security numbers weren't required on voter
registration forms until recently, the matches were sometimes
limited to names, gender and birth dates." If DBT/ChoicePoint's
methodology can be examined further, and if it turns out that
"race" was in the search/match criteria used to purge voters
from the state list, then DBT lied under oath.
